Department of Homeland Security still out of its mind, wants to mess with hurricanes.

"More than 25 years later, despite the dubious results of past research and other concerns raised by critics, the Department of Homeland Security is attempting to establish a hurricane modification program of its own, but NOAA appears unwilling to provide the critical support the DHS program requires.
...The goals of the workshop were to understand and evaluate new approaches for modifying hurricanes, which DHS regards as a threat to national security following the death and destruction wrought by hurricanes Katrina and Rita in 2005, and to decide how best to move forward.
Despite NOAA's hosting of the workshop, NOAA has rebuffed subsequent efforts by DHS to involve NOAA in its hurricane modification research, according to high-level sources within NOAA's Office of Oceanic and Atmospheric Research.
...So far, the lack of interest from NOAA, the government agency responsible for issuing official forecasts of hurricanes through its National Hurricane Center, has not stopped DHS from developing a plan for hurricane modification research and testing. William Laska, program manager for DHS's Advanced Research Projects Agency (HSARPA), which is spearheading the department's hurricane modification efforts, outlined a suggested road ahead at an April American Meteorological Society meeting on weather modification.
The plan envisions three research tasks beginning toward the end of 2010 and ending in early 2016: Evaluation of storm modification approaches via computer model simulations, development of concepts for potential field experiments, and full-scale testing of one or two of the most viable concepts. Total cost to carry out the plan was estimated at $64.1 million."

Making it rain in the UAE...

This stuff just creeps me out. When will the first war over cloud stealing be?

"Many UAE motorists making their way home on Tuesday would have put the dark skies and light rain down to just a freak occurrence, but in fact the unseasonably bad weather could have been manmade as scientists were carrying out tests to induce artificial rain. The Meteorological Department at the National Centre of Meteorology and Seismology (NCMS) used aircraft to sprinkle cloud seeding salts in moist clouds heading towards Abu Dhabi, Dubai and Al Ain, reported state news agency Wam.The monitoring stations subsequently registered light to medium rainfalls in different areas of Abu Dhabi and Dubai, Wam said." While the American South is praying for rain, the Chinese are controlling it.

Very interesting stuff here. Don't want to sound all tinfoil-hatty, but jeez- is America falling behind in all fields?

"Not content to push the edge in cloning, architecture and geological engineering, China's also leaving the rest of the world behind when it comes to controlling the weather.

When next summer's Olympics roll around, the Beijing Weather Modification Office will be poised to intercept incoming clouds, draining them before they get to the festivities. No fewer than 32,000 people nationwide are employed by the Weather Modification Office -- "some of them farmers, who are paid $100 a month to handle anti-aircraft guns and rocket launchers" loaded with cloud-seeding compounds. Some estimate that up to 50 billion tons of artificial rain will be produced by 2010. But Taylor noted that this has resulted in competition between cities to seed clouds first, and bitter acrimony when when region receives water claimed by another. "

More weather modification stuff out of China.

They made it snow! Yup.

"China claimed yesterday to have caused a snowfall for the first time as part of its increasingly ambitious attempts to control the weather.

Officials in the meteorological bureau in Tibet said they had used "rain-seeding" techniques to trigger a snowfall over the city of Nagqu last week.

"This proves it's possible for humans to change the weather on the world's highest plateau," said Yu Zhongshui. The bureau said it had produced just under half an inch of snow at a height of 15,000ft." LINK

Boom! One man's attempt to control the weather.

Personal hail cannons. Yup. You know this will lead to trouble.

"I believe in WWI or WWII they were seeing them in the war when the Howitzers were shooting up at each other. And when they were shooting there was no hail,” he says.

These days, China's using howitzer-like artillery shells filled with chemicals to seed clouds and make it rain. But John wants to turn destructive hail into a gentle rain with a hail cannon.

"What comes out of the top of this thing? It's a vibrational sonic boom,” he says. "When it hits the clouds it's a little bit of vibration doesn't allow the ice to form.”

John and about four other area farmers have spent over a $1 million on 18 of these cannons collectively when hail insurance got too expensive. " LINK
